Dave Ramm brings deep experience in general management, energy technology and infrastructure development to his role as Chairman and CEO at Kelvin Energy. He was the Chairman and CEO of Kelvin’s predecessor company BrightSource Energy, the global leader in utility scale tower solar thermal project development, construction and operation. Ramm is also the CEO of GGS Energy LLC, an energy transition platform company and is the Managing Partner of Dymar Development LLC, an energy development and consulting firm. Both GGS Energy and Dymar Development are based in Houston.
In 2002, Ramm co-founded DKRW Energy LLC, an energy infrastructure development company with interests in wind generation projects, natural gas pipeline and LNG development and the advancement of coal-to-liquids conversion technology. He previously served as president, CEO and director of NYSE-listed Integrated Electrical Services, president of Enron Wind Corporation, managing director of Enron Renewable Energy Corporation and has held senior management roles at United Technologies Corporation including VP of Marketing and Sales for Otis Elevator and Chairman and CEO of UTC Fuel Cells. Prior to beginning his civilian career, Ramm served nine years as a U.S. Army officer.
Ramm holds an MS in Management from the Sloan School at MIT, an MBA with a concentration in Finance from Long Island University’s Roth School of Business and a BS in Mechanical Engineering from the United States Military Academy at West Point.
Ramm co-founded and served as a director of BlueRock Energy, a Syracuse, New York-based electricity and natural gas commodity provider and also served as a director and CEO at Millennium Cell, a NASDQ-listed hydrogen technology company. He is the former Chairman and current member of the President’s Energy Advisory Board at the University of Houston and has served on the External Advisory Committee for the U.S. Department of Energy’s National Renewable Energy Laboratory in Golden, Colorado.

Troy T. Taylor is the Founder and President of Algon Group. Mr. Taylor has 25 years of experience that combines investment banking, restructuring (both in Chapter 11 and out-of-court), and senior management. He has served as the Lead Financial Advisor, Chief Restructuring Officer or Chief Executive Officer in a broad range of industries including real estate/hospitality, energy, manufacturing, and distribution. He recently completed his tenure as Vice Chairman of Hyperion Bank in Philadelphia, PA, and currently serves as an Independent Director of The Dress Barn, Inc. He is also a founding investor and the Chairman of the Audit Committee for Big Rock Partners Acquisition Corp. Mr. Taylor has completed various real estate restructurings/sales for high-profile clients including The Related Group, Four Season Peninsula Papagayo Resort, One Bal Harbour Resort, BlueGreen, The Altman Companies, and Reynolds Plantation.
Mr. Taylor has a strong track record of creating value for clients through aggressive negotiating, sophisticated structuring, and creative conflict resolution. In addition, he has substantial experience in managing complex litigation, as well as providing expert witness testimony and litigation support. Mr. Taylor’s clients have included high profile Chairmen of publicly-traded companies as well as high net worth individuals and families. Mr. Taylor was formerly President of GMA Partners, Inc., an investment firm backed by a Forbes 400 family office. In that capacity, he assumed the position of Chairman of 1-800-Auto-Tow, Inc., a publicly-traded “roll up” that experienced substantial financial and operational challenges and ultimately filed for protection under Chapter 11 of the bankruptcy code.
His experience also includes serving as Managing Director of KPMG Peat Marwick LLP, where he was responsible for the firm’s corporate finance activities in the Southeastern United States and parts of Latin America.
Earlier in Mr. Taylor’s career he held investment banking positions with Oppenheimer & Co., Morgan Keegan & Co., and Thomson McKinnon Securities, Inc. He is a Sustaining Member of the American Bankruptcy Institute (ABI), and has been a speaker at ABI, real estate, legal and banking-related events. Mr. Taylor earned an MBA degree and BS degree cum laude from The Wharton School of the University of Pennsylvania. He is a Certified Public Accountant.

Mr. Rubin has been a Managing Director of Algon Group since 2004 where he has served as financial advisor in numerous financially distressed situations, including bankruptcy, out-of-court financial restructuring/recapitalization, expert witness testimony and has advised clients on the disposition of distressed assets. He has significant experience in real estate and related fields as well as with industrial companies.
Mr. Rubin was formerly a Director for Century Business Services (CBIZ) and was active in the Corporate Recovery and Outsourced Financial Services Practice areas. Prior to CBIZ, he was a partner and CFO of Zelenkofske Axelrod & Company, LTD. Early in his career, Mr. Rubin was associated with Touche Ross & Co. and Strouse Greenburg & Co., a Philadelphia-based real estate developer.
He has over 30 years of senior-level finance and accounting experience including serving as a full-time CFO for manufacturing, service and distribution companies.
Mr. Rubin holds an MBA from The Wharton School, University of Pennsylvania (1984) and a BBA in Accounting (magna cum laude) from Temple University (1977) and is a Certified Public Accountant (inactive) in Pennsylvania.

Cory Steele is a strong leader with demonstrated success in business and government service. He has significant experience in leading organizations, infrastructure development and financial analysis. He currently serves as the General Manager of Kelvin Energy, Inc. Cory was elected to the Board of Directors of the company in 2024.
Cory joined BrightSource Energy, Inc. in 2015, which later became Kelvin Energy. Fluent in Spanish, Steele was a key part of the company’s development effort of solar thermal projects in South America. Cory subsequently served as Asset Manager for BrightSource’s solar energy system operating at the Ivanpah facility in California to support its extensive commercial activities.
After graduating from Texas A&M University in 2001, Cory served as an infantry officer in the U.S. Army. After completing basic infantry and parachute training in Georgia, he was assigned to the 101st Airborne Division, During combat operations in Iraq as an infantry platoon leader in 2003, he was seriously wounded. After recovering from his wounds, he left the Army and joined Houston-based DKRW Energy where he managed the company’s Sonora LNG project in Mexico. Cory has developed wind projects in Texas and additional infrastructure projects in Jordan and Afghanistan.

Gustavo Buhacoff joined BrightSource in 2010 and serves as the Director of Operations and Performance at the Ivanpah Solar Electric Generation Facility in Nipton, CA.
Prior to this current role, Gustavo served as an onsite Performance Engineer at BrightSource’s enhanced oil field recovery test facility in Coalinga, CA during the plant’s construction. In addition to managing the plant’s performance, he also managed the plant’s commissioning and startup teams. After supervising a successful Coalinga startup, Gustavo became the Ivanpah Commissioning and Startup Manager, and ultimately Director of Operations, overseeing operations at both Ivanpah and Coalinga.
Before joining Kelvin Energy – the successor organization to BrightSource in the U.S. – Gustavo was a Senior Mechanical Engineer at Intel and later at SolarWorld, guiding design, construction and startup of their respective facilities. Gustavo holds degrees in mechanical engineering (BS and MS) from New Mexico State University and MIT respectively, as well as a Master of International Management degree from Portland State University.

Heather Horine currently serves as the Operations Manager of Kelvin Energy. She brings a proven track record of successfully managing human resource efforts, investor relations and contract management. Heather is responsible for managing the organizational activities for Kelvin’s domestic and international businesses.
Prior to assuming her role at Kelvin Energy, Heather had been a key member of the BrightSource Procurement Team since 2011. During that time, she served as the contracts manager at BrightSource’s Coalinga project and later at the Ivanpah Solar Generation Facility. In her tenure at Ivanpah she was responsible for managing the customer and vendor relationships, proposals, procurement, logistics and invoicing of nearly $2 million of spare parts.
